FEDERALISM 101

Hey guys, Philippine’s National election is just around the corner, and once again we’ve got another time of the year the choose a leader to help our country improve, or maybe you are one of those won’t vote at all during election and does a lot of complains after. Remember, if you don’t vote – technically you don’t have the right to complain! 

  
So I came across different types of politicians who are rooting to run this 2016 Philippine election. From Grace Poe, Jejomar Binay, and maybe Rodrigo Duterte – we never know. When I was still in college, I came across to knowing the Federal type of government which Mayor Rodrigo Duterte is proposing for the Philippines, for everybody’s benefit, this is the type of government currently used by huge and powerful countries in the world including, United States of America, Canada, Brazil, Mexico, and many others (I bet what matters the most is, it is used by US). So here we go guys, i know learning the whole government and politic stuffs can be a bit confusing and needs a bit of thorough understanding about the topic – so let me help you guys take a a gist about this topic, and explain as much as possible in lay mans term. This type of government as been very interesting in my part, and long before i have been wanting this type of government be adapted to our country. So here we go:
FIRST

  

Imagine the Philippines and its people. We are an archipelago, divided by the sea, and diverse cultures. BUT, amidst our differences – we have a common goal and we are all Filipinos. Now, this is how a Federal government works, every 7,107 islands in the Philippines are under the rule the Philippine government – of shall we say the President whom we are going to vote this upcoming 2016. BUT at the same time, EACH provinces in the Philippines has also there own autonomy and jurisdiction to lead their land accordingly. For example, if i am the governor/head of Metro Manila, I have an array of power and autonomy over this place, and maybe some set of rules that is not necessarily be followed by other provinces. Head ache? Wait for it.

SECOND 

  
What is its implication if aside from the Philippine president governing the whole country as a whole – there would also be autonomy on each provinces? First, it would be a province that is SELF-RELIANT, and INDEPENDENT. Which means, the resources which this certain province made and produced will be distributed to oneself – which also means, that each province will mobilize man power, money, security and etc for the goodness of their province. The more a province work hard and do good in their province, the better a province would be – WHICH IS GOOD!! Because compared to the type of government we have today, all the resources are collected by the Head government, they divide it, and distribute it to the whole Philippines through the agencies like for Health to the Department of Health, and others. It sounds good right? But NO! Because our government today promotes corruption, misdistribution of resources and unfairness. 

First reason – it is unfair. What if your province is an agriculture province which makes one of the largest source of resources for the country. The big resources you have made will be given to the government, be divided, and in the end, the share that will be given to your province is small, and maybe just enough. Why? Because your province is not the priority – the BIG cities in the Luzon area are the priorities, off-course where does our president live? The best example for this is Makati (correct me if i’m wrong), the Binays are boasting on how Makati is booming and everything yet in fact, it is because a LARGE of percentage is distributed to Makati – because it is a metro city. And where is their wealth came from? – from the Head government , which they have collected from all other provinces in the Philippines, especially the most agriculture area: Mindanao. That is why the rich gets richer and the poor gets poorer. Did you know places on the southern part of the Philippines like Maguindanao and others, accounts one of the lowest share of resources in the making of the Philippine budget. That’s unfair. Next is corruption, for example the head government will give 100 million to a province for a Bridge construction. First of all FYI, it won’t be hand out personally by the president nor it would be deposited directly to the mayor of a city. It will first pass from one agency to another, the money will pass from one department to the other. And what do you expect? Your 100 million will turn 90 million on first stop, it will be 70 million on the next stop, until it will reach to the designated province for inly 50million, and then the mayor will also get some of it. In the end the product is an un-finished infrastructure – which is off course evident in our country today. 


THIRD

  

This is where Federal type of government comes into action. In federalism, instead of giving once resources to the government and let it be divided and distributed by them – the province instead allocate its own resources, and use it directly to its own development for the province and its people. That’s fair right? So its like college that if you don’t study, then you fail. In contrast, if the province don’t work hard to allocate its resources then the province will not develop – thus this entice the people and the leaders to lead well and to make its province be developed and progress.

And good news to the people of mindanao, this type of government gives a band aid to the wound of this large island. Bias between president and senators will not be a problem anymore – as what mayor Rudrigo Duterte has said, our officials, makes descisions in Mindanao as if they know everything that is happening in our place, while in fact might jeopardize the safety and condition of the people.

FOURTH



Federalism is the way to go! And in my opinion, hand in hand a good leader should also be elected that would bear the flag of Federalism. And one of the great example is Duterte. Long before he has been expressing his efforts in propagating and the want to implement this type of government for our country. 
Now on the upcoming election, our country needs an intelligent voter. A vote that will count, a vote that may change the Philippines for the next years to come. No matter what government we are in, if the people lacks the nationalism and being responsible that its country deserves, then progress will be like a snail mail, and would be far from whoever can imagine.
